ADVERSITY OF BUNYORO UNIVERSITY PROMISE.

While on the campaign trail in the Bunyoro sub region during the 2016 presidential election campaigns, His excellence Yoweri Kaguta Museveni promised to construct a university for Bunyoro . The promise came with a condition that the people of Bunyoro were supposed to get land and upon doing so the government would begin the task it vowed to fulfill. Eight years down the lane the project is still delayed by the grievances from leaders in Bunyoro on the right land to set up the University and this is attributed to bureaucracy and corruption .

Immediately after the president’s promise in 2016, a committee was put in place to make a structure and design programs to be taught at this University. Professor Samuel Kyamanywa was appointed chairperson to the committee, the committee reached to an agreement with leaders in Bunyoro to build the university main campus in Hoima district and have it’s other branches in the districts of Masindi and Kakumiro , the committee tasked these leaders to avail land which they have not done till date.

Early in March 2023, the leaders wanted the University branch to be built in Kayanja , Masindi municipality. This was impossible due to conflicts surrounding the Kayanja land and the leaders resorted to getting land in Kahonda to start construction. To make this decision valid the councillors of Masindi municipal council had to table a motion before the council through the speaker Moses Kiriya.

Kiriya, rejected their proposals and the council session ended into an altercation between the councilors supporting the speaker and those aggrieved councilors who were denied chance to table a supposed matter of national importance . The session after the chaos was called off. “At the end some councillors got aggrieved and had to leave council, myself I had to leave council because the council was meaningless and we were not going to discuss anything meaningful and everything we were going to discuss was irregular.” Comments of Cosmas Byaruhanga LCV Chairperson of Masindi district.

The altercation and continuous mischievous behaviours has drastically delayed the progress of the project according to Professor Samuel Kyamanywa in an emergency meeting he called to cease fire and ask all the stakeholders to work jointly to achieve this project for the good of Bunyoro and not individuals. The Kyamanywa committee has the task of presenting a report to the National council for Higher Education before the university commences.

The progress of this academic step up not only in Bunyoro but to the. Whole country remains in the hands of local leaders to come to terms with their grievances and egos to kick-start the long awaited education statute.
