During the first week of the Uganda Certificate Of Education examinations (UCE) , a girl whose names
reserved for privacy gave birth to a healthy baby girl on Day four of the exams 19 October, 2023 .
She had stayed home according to her parents since she didn’t have a paper that day besides sitting for all
her exams of the past three days. At around 1:30 pm she experienced labour pains and was rushed to
the hospital.
Kalule Jennifer the UNEB spokesperson said the candidate was in position to sit for physics paper 3 the
following day .
On the other hand, two students also suddenly lost their lives one was suffering from sickle cell Anemia
and the other was a special needs Education candidate.
On Thursday 19th October, as other candidates across the country were diligently writing their papers, at
Nampita Secondary School in Yumbe district teachers were allegedly to assisting their students and also
allowed them to carry their smartphones , laptops and power banks to the examination room.
According to Jenifer Kalule, “In west Nile, police of Yumbe arrested six teachers of Nampita secondary
School and an invigilator sent to supervise examinations in the same school . The group is charged with
possession of unauthorized material and disturbance in an examination room. The seven include; Obbo
Julius Ceaser a teacher of Economics , Angukoru Josephine a teacher of Biology, Ntibiringwa Bonnieface ,
Wasswa Godwin ,Bamukabirwe James , Okello Emmanuel and Sadam Hussein and Orema Bosco the
invigilator.”
She later added on saying that a UNEB scout suspected these teacher’s actions during the Biology
practical and reported immediately to UNEB authorities.
Many more cases of malpractice occurred in several districts across the country. In Mukono district,
police arrested the head teacher of Paul Mukasa SS Kalagi for alleged electronic sharing of information
meant to be a UNEB exam paper. In kwania district, Inomo secondary head teacher was arrested for
allegedly tampering with an envelope containing S.4 mathematics paper 1 exam papers. In Bushenyi at
Kanyabwanga secondary school teacher Tumusiime Dominic was arrested for allegedly sharing an image
meant to be UNEB material for the biology paper three practical exam, in Kampala, Williams Sunna the
head teacher of Old Kampala SS along with Luyima Gilbert, a teacher at Bank Hill College, Zana, and Zuria
Kunia Kareem, the Headteacher of Nakaseke Seed School were arrested by police on Tuesday night for
alleged involvement in exam malpractice as they were found in unlawful possession of history papers
one and four and geography papers two.
It is an offence to damage an examination paper, examination material, or any other material
information or engage in any form of malpractice according to section 28 of the UNEB Act 2021. The
penalties/ sanctions with regard to examination malpractice attract up to six months to to five years
imprisonment or a fine of not exceeding five million shillings 5,000,000 or both.
